Husky
General Duties and Responsibilities
This outlines the basic duties of truck drivers and trucking companies:
- Drivers are responsible for their own safety.
- Drivers are responsible to follow all safety procedures, rules and policies.
- Disorderly, abusive (physical or verbal) or unsafe conduct is prohibited at Husky Terminal and its area facilities.
- The use, sale, purchase, transfer, possession or presence of alcohol or any other controlled substance is strictly prohibited; impairment while at Husky Terminal may result in a permanent access denial to Husky Terminal.
- Husky Terminal changes daily, so not every situation can be outlined, so it is imperative drivers be aware of their surroundings and exercise good judgement at all times.
Inbound and Outbound Gate Procedures:
The following are required for inbound and outbound gate activity at Husky Terminal:
- Empty containers with placards will not be accepted. Drivers must remove placards from empty containers prior to entering the Terminal.
- All Drivers leaving the Terminal are required to drive through an RPM (Radiation Portal Monitor) which are required by USCBP (United States Customs and Border Protection). USCBP may request a driver to pull over for a secondary inspection. All Drivers must comply with Page | 3 instructions made by USCBP; failure to do so can result in fines from USCBP or denied access to Husky Terminal.
- The scanning of tickets is required at all outbound lanes to ensure your transaction is properly closed. Additionally, failure to scan the ticket could result in a gate arm prematurely closing onto your vehicle. Husky Terminal will pursue claims costs associate with repairs of gate arms if ticket was failed to be scanned.
- Drivers are solely responsible for ensuring all twistlocks are fully unlocked and functioning properly at the designated In-Gate Area and Out-Gate Areas.
Motor Vehicle Operations – Truck Driver Safety:
Operating a truck or any other vehicle at Husky Terminal exposes drivers to potential collisions with other vehicles or pedestrians. To ensure safe vehicle operations all Drivers shall follow the below rules while operating at Husky Terminal:
- Ensure their vehicles are in safe operating condition prior to arrival at the Terminal.
- All loads must be properly stabilized and secured before entering or exiting the Terminal.
- Seatbelts must be worn at all times while operating inside the Terminal.
- Obey the posted speed limit of 15 mph while on the Terminal.
- A distance of at least 20’ shall be maintained between vehicles when in motion.
- Trucks shall not block intersections or crosswalks.
- Obey all traffic controls and come to a complete stop at all stop signs.
- Using any personal and portable electronic devices, including cell phones, C.B. radios, and headphones, while operating a truck at the Terminal is prohibited.
- All container handling equipment has the right of way; Drivers shall yield to all container handling equipment on Terminal.
- Trucks are not permitted on the Apron, unless otherwise instructed by Husky Terminal Personnel.
- Driving between container piles/rows or on the container decking grids is prohibited.
- Park trucks in designated areas only. Do not park where they interfere with the flow of traffic, blocking fire hydrants or emergency response equipment.
- Reduce speed and use extreme caution in congested areas and at intersections. Yield and stop as necessary for safe passage.
- Be aware of changing traffic patterns, and always proceed with caution into traffic areas.
- Use caution when inclement weather conditions, including, but not limited to, heavy rain, high winds and fog, occur. At all times and under all travel conditions, Drivers must operate their vehicles at a safe speed so the vehicle can be stopped in a safe manner.
Pedestrian – Truck Driver Safety:
One of the highest risk activities at Husky Terminal is pedestrians on the terminal. Except in the case of emergency, Drivers may only be out of their cab in the following scenarios:
- Trouble Parking
- Using the Restroom or other facilities noted above.
- Dropping off or picking up a chassis
General Pedestrian safety for drivers:
- Drivers must shut down and set brakes before leaving their vehicles.
- A high visibility vest is required.
- Be aware of uneven surfaces and any trip or slip hazards while out of your truck.
- Always give the machine the right of way.
- Make eye contact with operators before crossing.
- Drivers should stay in dedicated walkways
- Be where operators expect you.
Chassis pick up and drop off Safety:
- Be aware of active equipment in the chassis area. This includes other trucks, UTR’s, heavy forklifts and maintenance vehicles.
- Turn off and set the brake before exiting your vehicle
- Be sure the area is safe before exiting your vehicle.
- Never work in the bight and stay clear of all pinch points.
- Keep all doors of your vehicle closed, at all times, when receiving/dropping off chassis.
If Drivers are involved in a vehicle accident and must exit their truck to assess the accident, they must use extra caution while on foot and be aware of hazards that may be present due to varying traffic patterns. Drivers should wait until Husky Security or other personnel arrive on the scene before exiting their truck.

Pierce County Terminal
Safety and Terminal Rules:
- Speed limit is 10 mph throughout the terminal and 5 mph through roadability.
- No cell phone use while driving.
- Obey all posted stop signs and stop bars.
- Stop before entering roadability and do not leave prior to being cleared.
- Wear proper P.P.E. (hi-visibility vests, gloves, and closed toed shoes).
- Containers need to be locked down at roadability.
- All trucks are required to proceed to the queuing area when it is open. Queuing area opens 2 hours prior to the gate opening.
- No photography or videotaping inside the terminal.
- Gate runners will be charged a fee of $231.00.
- Each booth in the Transfer Zone is equipped with a pressure pad. When the driver is standing on the pad a GREEN light will signal the CHE operator it is safe to service the trucker. If the driver is not standing on the pad a RED light will signal the CHE operator it is unsafe to service the trucker. Truckers who do not remain on the pressure pad for the entire transaction or cross the RED safety line for any reason will NOT be serviced.
- Entering the facility is deemed valid consent to screening or inspection; and failure to consent or submit to screening or inspection will result in denial or revocation of authorization to enter.
- We would like to take this opportunity to remind you and your drivers that Pierce County Terminal is a federally regulated facility and operates under maritime security regulations. In order to protect all persons within the facility and as per 33 CFR Part 105, any potential threat, violence or criminal activity will not be tolerated. Drivers found to be in violation of these regulations will be subject to prosecution by government law enforcement and face a lifetime ban from the terminal.

Washington United Terminal
Terminal Operating Rules
- Absolutely no passengers allowed in truck.
- Watch for pedestrians crossing at gate area.
- Follow all written and verbal instructions. Failure to do so will result in fines and penalties.
- Speed in container yard is 25 M.P.H. (15 M.P.H. at the gate) and will be strictly enforced.
- Observe traffic patterns and stop signs.
- Do not cut across traffic lanes or container runs.
- Yard horn signals:
1) Blast - Stop
2) Blasts - Pull Forwar
3) Blasts - Back Up - All Yard Equipment has the right of way at all times!
- Stay clear of all Ship Operations.
- Stay off of the high line.
Safety and Terminal Rules

Terminal 5
General Terminal Safety Rules
Please provide this information to your drivers.
Please have TWIC card ready before the security check-point.
Visitors must obey the following terminal safety rules:
Outside truck drivers are responsible for their own personal safety at all times and must watch out for cargo handling equipment. Report all safety issues to SSAT Management.
- Drivers must follow staff and management's instructions at all times.
- Terminal speed limit is 15 MPH
- No passengers are allowed in trucks. Exception: driver trainees are permitted by terminal permission only
- No unauthorized pedestrian traffic is allowed on the terminal. Drivers must stay in their vehicles while on the terminal.
- Exceptions: connecting/disconnecting chassis, locking/unlocking twistlocks only in designated areas, or to use the provided restrooms.
- The wearing of a ANSI/ISEA 107-2015 Approved high visibility safety vest is required (fluorescent yellow or fluorescent orange will be only colors accepted) at all times.
Wear other personal protective equipment where required- Hard hats
- Proper footwear
- Proper clothing
- Stop completely at intersections and yield at unmarked crossings.
- YARD EQUIPMENT HAS THE RIGHT OF WAY AT ALL TIMES.
- Do not approach or climb on yard equipment for any reason.
- Do not cut through container stacking rows.
- Do not drive on the waterside apron or through vessel operations
- Use extreme caution when driving or parking immediately next to container stacking rows.
- Do not park within crane path lines.
- Stay back at least one container length when container handling equipment is in a stacking row retrieving your container. Move forward only after container handling equipment backs out of row.
- Truckers are responsible for lining up to the container handling equipment properly
- Do not use any electronic equipment such as cellular phones, or portable audio/video devices, etc. while driving.
- Be aware of, and yield to, all rail traffic.
- The locking and unlocking of containers must be done in designated areas only.
- Any container not seated properly on the chassis must be returned to the flip line for reseating before leaving the terminal.
- DO NOT attempt to forcibly reseat a container by using hammers, prybars, screwdriver’s…etc.
- DO NOT force any mechanisms when attempting to lock your container.
STOP BARS
- Drivers are to STOP completely at ALL STOP BARS while at the Terminal. No exceptions!!
- Drivers must ALWAYS wait until the container has been placed on chassis AND the beam has released and cleared from the container before moving truck forward to exit the Crane Row.
DO NOT open any containers for inspection while inside SSA Terminals. - Drivers are not permitted to exit their truck at any time while in the container yard.
- For security reasons, video and photography at all SSA Terminals is prohibited.
SSA Terminals has a “zero tolerance” policy on workplace violence. Violation of this policy will result in immediate and permanent suspensions from the terminal.
Failure to follow T5's yard rules will be subject to the following penalties:
- 1st Violation = Deny entry for prescribed days.
- 2nd Violation = Deny entry for 2 times prescribed days.
- 3rd Violation = Deny entry for 5 times prescribed days.
Drivers who intentionally stop/block traffic outside of the terminal(s), refuse to follow securities instruction, or stop and argue with the guards will be subject to a PERMANENT BAN from SSA Terminals.
Lifetime Bans
T5 management understands truck drivers make their livelihood moving freight. T5 will not issue a lifetime ban to the terminal without multiple management members' agreement. Lifetime bans are only issued for egregious policy violations on the first time for things like violence, intoxicated driving, intentionally trying to harm self, others, or equipment. Terminal management decisions are not negotiable.
